Our
Mission
To establish
and implement projects and programs to:
- Enhance and
promote the image of the District;
- Create a
desirable area to attract more businesses, investments, and
residents to the District;
- Provide
services and information that will stimulate business
growth in the District;
- Provide for easy access to, from and through
the District; and
- Create a safe environment
for businesses and residents in the District in order to
increase the revitalization, and spur the redevelopment of
this mixed‑use urban neighborhood for all property owners,
residents and tenants.
Statement
of Purpose
The Greater Southeast Management District (GSMD)
is a political subdivision of the State of Texas. It was
legislatively created in 2001 as a special district for the
purpose of supplementing some of those services usually
provided by Harris County and/or the City of Houston. In
addressing this special purpose the GSMD is empowered to:
- provide needed funding within the Greater
Southeast area to preserve, maintain, and enhance the
economic health and vitality of the area as a business
center and community;
- further eliminate unemployment and
underemployment and develop or expand transportation and
commerce by providing or by participating with other
entities and educational institutions in the establishment,
equipping, financing, and operation of workforce
development, workforce education, and job training
opportunities;
- further promote the health, safety, welfare,
and enjoyment of the public by providing pedestrian ways
and by landscaping and developing certain areas in the
district, necessary for the restoration, preservation, and
enhancement of commerce and aesthetic beauty; and
- promote the health and safety of residents,
employers, employees, visitors, potential employers,
consumers in the district, and the general public.
The unique role of the management district in
urban redevelopment exists in its ability to manage and maintain long-term capital improvements.
Management districts are not limited in their length of
existence. Due to this element, the management district is
especially suited for those areas that have redevelopment
financing mechanisms.Financing
options available to the GSMD include the ability to issue
municipal bonds, imposition of assessment(s), impact fees,
and/or imposition of a maintenance tax. Any bonds or other
obligations issued may be paid in whole or in part from
assessments, impact fees, revenues, and grants or other money
authorized for the use of the district. The areas
included in the GSMD include Greater Third Ward, the Museum
District, the Texas Medical Center (TMC), the Palm Center
area, and over half of the METR®Rail Main Street Line. Also,
included in the GSMD are hundreds of community-based
organizations, two universities, a community college, the
Third Ward Redevelopment Council, and OST/Almeda Corridors R
development Authority/Tax Increment Reinvestment Zone Number
Seven.
